Peggy: a suet cake (melted) is a great idea!
Another option might be peanut butter.
When I was a kid we used peanut butter to attach birdseed to pine cones haha
You can also cheat and use the suet bars for birds sold in pet area. I keep mine in freezer until I set it out.
I've seen many people just use peanut butter!

Peggy, how considerate of you to help our feathered friends! Some people use peanut butter to make birdseed balls. I would imagine it would be good for your project also.

Peanut butter works well to hold seeds on for the birds and they love it .Just a caution the squirrels do to!
