Have you tried Bar Keepers Friend?
If it is formica, use Magic Eraser and it will be sparkling clean again!
You could try a mixture of hydrogen peroxide and baking soda. Make it into a thick paste and use a kitchen scrubber. Let it sit on the stain for a bit before scrubbing. I would not use a Mr Clean eraser as it may scratch your counter top.
I always used Soft Scrub Gel.
What type of surface is your countertop? Formica, tile, stone?
Do you know what they stains are? I would think a gel or paste stain remover would be best, as it will stay on the stain longer, and stay wet
Agreed on trying a magic eraser! I would also use vinegar with the magic eraser.
Cleaning depends on the type of countertop...good information here:

Try bar keepers friend powder
Try lemon juice or hydrogen peroxide, if it won't damage the type of construction of your counters.
Barkeepers friend?
I'm impressed by all the cleaning problems it solves, it may resolve your hard water stains. I have some white enamel cast-iron pots and pans and it seems to help draw the stains out of the white interior.

You use a lot of bleach to get your bathroom counters clean. But you have recently noticed some brown/yellow stains on your normally white bathroom counters. You try to remove the stains with more bleach, but the stain remains. The stain is caused by using bleach to clean your countertop surfaces. Bleach or bleach based cleaners should not be use on laminate countertops.
To remove the stains, all you need is some hydrogen peroxide and a clean cloth. Pour some hydrogen peroxide in a small bowl. Wear latex gloves to protect your hands. Dip a clean cloth or towel into the bowl of hydrogen peroxide. Wring out any excess liquid from the cloth or towel. The cloth or towel should be damp---not dripping with hydrogen peroxide. Wipe the stain with the hydrogen peroxide-soaked cloth or towel. Do not rinse the surface or rub the counter. Let the area air dry. You can also use hydrogen peroxide to remove stains from marble and granite counters as well as other stone counters.
you didn't say if the countertops are laminate, stone or what so here are a couple of ideas

Thank you for these great answers! I'm going to try the suggestions here. BTW, the counters are marble.
I would try using a Mr. Clean Magic Eraser. Good luck!
Take a sponge soak it with bleach let it sit on the spot over night you could try to take a fine nail file and sand it away vey lightly be careful it will scratch but the stain will come out
How about oxiclean???
How about a magic eraser?
Oxyclean will for sure help
Oxiclean with a magic eraser.
Baking soda and lemon make paste and leave on for little while rinse off to see if it removed anything..
Here's a crazy idea but it works. Use caulking, smear it on and let sit then wipe off with wet damp rag . That works most of the time cause of the chemicals in the caulking. Hope it hepls you. Some have use goo b gone but with some finishes it does damage the counter tops, so try the caulking first. I install counter tops and we do this and it works
