Score and snap with a razor blade. Score both sides. Or a Dremel with a cutting wheel.
Large tin snips will work.
You can use metal snips!

I put mine in a pot of water on the stove which makes them a bit softer and easier to cut. You can use scissors or metal cutters.
Have you tried tin snips?
Once when we put up vinyl siding on our house by ourselves, we figured out the easiest way to cut the siding vertically was with a heavy duty paper cutter. They type that you lay the papter on and then pull the metal arm down and it slices through the stack of paper. Yup, that worked fantastic on the vinyl siding to cut clean on the end. That may work great for your cds as well?
With a metel snip but they will crack your better just bending them
Hi there, we cut ours with sharp garden shears. Some CD's can be broken by hand too. You just need to remove the protective plastic coating.
Try to score the cd with a knife or boxe cutter a couple of times then snap it in half
