Is it safe to replant peony?

Follow the planting directions for the type you have. I put mine near a fence or garage wall so I could tie them up as the got tall and heavy.

I find they will grow anywhere there is sun most of the day, including under bird feeders where the seeds fell. By a fence or wall is a good suggestion but, my biggest problem was always the squirrels stealing the heads off of them! Good luck and stay safe!

If you start your seeds outside, I would start them in DIY small greenhouses so the squirrels can't get to them. Every year squirrels eat almost all my sunflower seeds: https://www.youtube.com/watch?v=Y35PVCHVQcM
You could also put netting or inverted crates over your seeds so critters won't eat them before they grow: https://www.almanac.com/content/how-keep-birds-away-your-garden
