Laminated Timber? or Plastic laminate? If an item is laminated, it will not take a stain, but you could use a coloured varnish maybe!
You can definitely sand laminate, fill in the chips but I would paint it. Not sure how stain would work unless it is a stain that has color...like a gel stain. If you want the look of stain, I would just paint it the color you would stain it. Yes, then protect it with a spray polycrylic.

A laminate finish will not accept the stain, it would need to be sanded and painted.
You can "sand" the laminate to scuff it up enough to provide a surface that will accept paint. Since it's cipped as well you can fill in the chipped areas with putty or wood filler then sand the entire piece. Stain will not be even because of the differing materialss, so paint is the best choice, then you can seal with a glossy sealant.
Laminate can be hard to work with. I recommend using wood filler for the chips. Then I follow some of these steps I took in my post here for prep work - https://chascrazycreations.com/faux-wood-grain-table/

Don't use rough sand paper on laminate. Laminate is basically plastic and it will only scratch it up. Also it doesn't absorb due to it being plastic. The best thing would be patch the chips ans sand them smooth. I would just spray paint it. Less steps and no top coats necessary.
