Cut just above the next bud down.
I always snip off the dead flowers if new ones are on the same stem. I cut long stems if possible. I try to keep bushes from getting too tall. Your major pruning depends on your area.

Pruning and deadheading are two different things. Pruning is generally performed in late winter to early spring before they leaf out. Some do in the late fall and swear by it. I have tried both. More successful for me by pruning in spring and I am in Zone 9b bordering Zone 10. For me that is late January to early February. Deadheading is performed throughout the growing season to promote new blooms. Here are some sites for you that explain in further detail.

I prune my roses in the early spring and late fall.
I prune mine back pretty far if they've had a lot of growth, usually leave 2'. I prune in the early fall.
Here in KY we use Thanksgiving week as the time to prune roses. We usually cut it back between 12 to 18 inches.
I prune mine before winter and right before blooming season. Il always been taught to cut back to the next group of 5 leaves. Seems to work for me. Good luck.
