Bottom or inside where the food goes. I think there are commercial pan cleaners. We used to use scouring powder on the bottom of our pans. I think lemon juice might work - maybe someone else will know that method.
Not in a dishwasher. Clean how? Is it burnt? Inside or outside? If inside use water with dishwasher powder, bring to a boil, turn off cover it up. Let it sit. Then wash by hand. Never put aluminum in a dishwasher. If out side you can use oven cleaner but it will dull it. Hoping you are not cooking with it. Aluminum is very unhealthy.
To clean the interior of a discolored aluminum pot, fill it with water. For each quart of water in the pot, add 2 tablespoons of cream of tartar and ½ cup of vinegar. Bring the water to a boil and let boil for 10 minutes. Remove from heat, pour the cleaner out and let the pot cool to touch.

If you have burnt food on inside, use Cream of tarter from the spice section. Make a paste and spread on pan. Let sit for about a half hour. Then add water and boil for at least 15 minutes. The burnt food will come off, use a brillo pad if necessary.
If outside, use Bar Keepers friend with a brillo pad.
If you have put it in the dishwasher it is going to have to wear off while cooking because you oxidized the pan.
For my pans I make a paste of baking soda and water, apply and let it set at least 8 hours, then use the rough side of a scrubber sponge to scour it off, repeat if needed.

A stainless steel scrubber gets anything off a metal pan in my experience! Wear dish washing gloves though to protect your hands!
Cream of tartar or baking soda into a paste. You can soak in a food safe degreaser to loosen.

Do not use for food anymore after cleaning with steel wool!
After dipping it for a while, place your metal pan in the soapy water. Once the pan has soaked, clean both the inside and outside with a non-abrasive sponge. Use a soft-bristle brush to remove the stains after creating a paste out of baking soda and water. Rinse the pan well with warm water after cleaning it.
Folk used to use soap filled Steelwool pads. Not reccomended now due to possible bits of tiny specks of aluminium /steel being left in the pan.
