If you're fortunate enough to live in an area where it's permitted, you can shoot groundhogs. They can undermine sheds, etc., so if they're near your home, you'll need to take immediate action. You do not want to discover litters of groundhogs, in years to come. Leave trapping them to professionals, as they can be very aggressive when cornered.
Build a small fence around your garden to keep groundhogs out. The most effective way to keep groundhogs out of a garden is to erect a small fence around it, where possible. The fence can be a simple design of wire mesh and posts, at least 3 feet high with a foot of wobbly mesh at the top to make climbing difficult.
FYI: Groundhogs are solitary. Once old enough, juveniles will find their own territory and borough location. But, one is enough to do significant damage if it takes up residence under your shed. You can try fencing, but they are master tunnelers. Oh, and they can climb trees. We were shocked to see one eating peaches in the peach tree.

Try putting a dish of epsom salts near your garden, or a mesh bag of human hair.
Fencing is your best bet. Get the kind where you pound in the stakes that have small tabs that the fencing hooks on to. That is the easiest fence to put up.
I would suggest that you also contact the local SPCA.
They should be able to advise you of any bylaws that your municipality may have regarding destructive animals, and how they may or may not be authorized to actually physically help you.
Check with your local municipality. We can do humane traps, for example, but, nothing that would injure a small animal or child. You can bring in a professional, but, no poison or shooting. When I lived out in the country, we had a dog that used to kill them (she grabbed them when they popped out of a hole) and we were allowed to shoot them. Good luck and stay safe!
