You don't say how old the porch concrete is. New concrete needs to be dry - takes a while. Then it can be sealed and painted with a good quality porch and deck paint. A stronger and more costly option is to get an epoxy coating. A lot of people in my area have their garage floors treated like that. Resists snow, de-icer, grit.
Concrete porch and patio paints are frequently low-luster acrylic latex paints designed to conceal imperfections and resist fading, scuffing, cracking and UV damage. Epoxy-based paints provide high durability and stain resistance, making them ideal for garage or patio floors.

Coat all areas of bare concrete with a suitable primer, such as Behr Concrete & Masonry Bonding Primer. That needs to cure at least eight hours. Then you can paint with a product designed for exterior concrete, such as Behr Premium Plus Porch & Patio Floor Paint.
You will need to use masonry paint, Sandy. Visit your local home improvement store and they will steer you in the right direction.
I would put sand or grit in it if painting .If not it could become very slick if it gets wet
The grit in the paint will help prevent slipping

Hello Sandy,
Walls, use Masonry Paint. Floors, use Floor and Tile Paint.
Always use the right paint, is my motto! There are stains and paint for specific materials. Use an exterior formula for concrete and you will have the best results. Follow the manufacturer instructions, too. Good luck and stay safe!
Clean with an etching cleaner. That may lift the spots as well. If so, then you could stain instead of paint which will do better in the long run. Make sure it is 100% dry before you stain or paint.
Hi Sandy,
Use a Masonry Paint. You can by one for a little extra, that cleans its self. Hope that helps.

Concrete dye/stain will not peel & flake, as it permeates the pores of the concrete.
It can be sprayed or rolled, as well as many different faux techniques done.
Two easy ones are using a sponge-roller cover and the other is put it in a dollar store spray bottle and it’s a finer granite pattern.
Yes you’ll need to etch it to make it like new concrete.
