Using Modge podge is an excellent adhesive to consider for any decoupage projects. I have modgepodged photos, painted wood ornaments and mosaic paper art. Modge podge gives a almost clear but slightly milky thick coating. Its very similar to what white glue would do. I would not recommend it for fine art but for more craft type projects.
Many types of finishes are available
It comes in several sheens gloss matte and satin, and application finishes to include fabric, outdoor, glitter, dishwasher safe, pearl and more!

Hi Carole. Apply some mod podge using a paint brush, or a foam brush. Then lay your paper down on top of the mod podge, and put another coat of mod podge on top of paper. Continue doing this until your item is completely covered. Good luck Carole. I hope you are well.
Hello Carole,
Decide on the Theme. Select all bits that apply. Cut them out. Plan project by laying on cuttings and then when happy use Mod Podge to stick them in place. When complete use a number of layers of Mod Podge (let dry between coats) to seal the work. That's all there is to it!

I've done it on all surfaces and I have to say that using plastic wrap or a baggie of some kind is key! You can peek here: https://www.exquisitelyunremarkable.com/2018/11/cute-christmas-plate-craft.html
