How do I redo a backsplash on textured walls?
I want to repaint the kitchen and maybe install a frugal backsplash. My walls are that textured drywall and I'm not sure a peel & stick tile will work.

You could use peel and stick tile with some extra adhesive for the textured walls.
You can do tradtional tile and if you use plain white tile it won't be expensive. You can install right over texture
If the peal and stick won't work you could consider something a bit "stiffer" I used the plastic faux tin ceiling tiles for my backsplash. I glued them up with liquid nails and it really worked great! You can sand the texture down or scrape it off. Then you will have a smooth surface for the peel & stick.

I did mine in bead board. Under $20 for a 4' x 8' sheet. Cut to size and add trim. We put up with loctite adhesive that comes in a caulking tube. It will easily cover the textured wall.
You could skim coat the texture then you should be able to do what you’d like over it.
Maybe try sanding some of the texture off and then trying peel and stick
