A can of spray paint.
Use a wire brush to remove any loose paint and/or rust. I always use Rustoleum spray paint on metal.

Revamped Garden Setting - From Rusty to Clean White
Hello Lisa,
Lay a Tarpaulin or sheet in your garden and turn the chair upside down. Spray steady and from side to side, going past the end of the chair. Let dry before turning up and repeating the process. Hope that helps you.
Here's a step by step, prep is very important and so is doing the painting in light coats to avoid runs:

Rustoleum also makes a good product for this purpose.
Hello spray paint is an excellent solution for weathered patio furniture. I updated my mesh metal set years ago and results were better than new. In fact I believe the quality of the furniture is better than the newer stuff I’ve viewed in the showrooms.
After a thorough removal of rust by either sanding or wire brushing and cleaning you’re ready to spray paint
Rustoleum recommendations
PREPARE:
Always work in a well-ventilated area. Cover the floor and nearby items with a drop cloth. Lightly scuff any glossy surfaces and wipe clean with a lint-free cloth. Use Painter’s tape to hide any surfaces you don’t want to paint.
PAINT:
Using slow, back-and-forth motions, spray paint each item with several light coats of spray paint, making sure to overlap each stroke slightly. Apply 2-3 coats of spray paint, waiting a few minutes in between each coat.
FINISH:
Let spray paint dry for approximately 1 hour before handling.
Tip: Use of 2X Ultra Cover Primer in White provides better paint coverage and color.
Place cardboard and/or papers, cloth down to catch any overspray. Clean the piece well and let ddry throughly. Shake the can well (follow the directions on the paint spray can). Spray in an open area on a very still day. Spray several light coats moving from one section of the piece to another to get complete coverage. Spray paint can from various directions to get full coverage. If instructions are followed your piece will come out great with no runs or drips. Allow to dry very well before touching the next area. Success!
Clean thoroughly and spray paint with RustOleum formulated for metal.
Use a good metal paint like tremclad and spray in a well ventilated area.

Always sand first. vacuum, tac cloth. I would use spray rustoleum which is my favorite for metal.

I would put them on card board boxes so that your angle of spraying is parallel with the ground.
Look at a YT video on what Flash Point is on spray paint and aim for that. It’s a factory perfect paint job.
Wait until it warms up and put them in the garage, out of the wind.
Hello Lisa,
Spray a constant spray - Sweeping from before the chair - across and beyond before repeating rtocess until you have covered the whole chair.
