It sounds like you're referring to a rub-on transfer. If it's from a particular project, you should go to that project and ask your question there. Rub-on transfers can be purchased on Amazon and Etsy.

Check Michael's, Hobby Lobby, and Amazon for a stencil. Stencils are made to be a pattern that you will fill in the open areas with paint or another medium. If you are looking for something to rub onto a surface, you will want an applique or transfer medium.

Hi Wanda, I am not sure which one you saw but Iron Orchid Designs sells many transfers that are both coloured and black/grey. You rub them and then transfer onto anything. They have some really gorgeous designs.
Amazon has a ton of stencils and what you are referring to is a transfer.
we do not have access to the projects you see on hometalk or online you need to go to the project and ask the question there or google flower decals and look for the one you saw on the project
