Hello.
Take a long strip of fabric. turn so right sides are facing. Run a seam of stitches along the raw edge about a 1/4" in. Turn out so you are now looking at the right side of fabric. Stitch the end of elastic to the inside of the tube at one end. Push gather up the fabric onto the elastic and when you reach the length you require. Cut the elastic and stich it over the top of the elastic start. Tuck in raw fabric edges and stitch to neaten. Hope that works for you.

I would pick up one at the dollar tree to use as a pattern. I did that for headbands and made matching ones for my daughter.
