You can take a standard size and just increase the measurements to suit your needs. I looked into making one but it worked out so much cheaper to buy them pre made. For a larger one you can buy two and join them. I paid $15 each for mine. https://homeguides.sfgate.com/make-couch-covers-dogs-63489.html
The pattern depends on the style or shape of the chair. They sell premade slip covers for chairs on amazon. You will pick out the one that most looks like your chair and work from there.
They range in price from about $20 to $60.

Hi Patty, do you perhaps have a picture of the recliner you could share? It will make it easier for us to find a pattern that will work.

Hello this visual might be helpful you’ll need to custom fit the proportions for your chair seat to be sure it is a snug and appropriately sized fit.

From my experience, keeping any type of cover on a recliner is nearly impossible. You may want to invest in one that has the non slip grip on the back. I think it would be cheaper and less hassle than trying to purchase material for non slip and topside, then make it.
It will probably be cheaper and less stressful to just buy a cover... https://www.overstock.com/Home-Garden/Sofa-Slipcovers/22424/subcat.html?featuredproduct=20759192&featuredoption=34448856&kid=9553000357392&ci_src=17588969&ci_sku=26580058-000-004&cnc=US&cid=277923&type=pla&targetid=aud-411985025504:pla-310762494182&track=pspla&gclid=CjwKCAiAoOz-BRBdEiwAyuvA60jgO5BJ2bvwtIweAsEdwE5xgVVcKPCFB0I2KrAVf_e0gsRHmN1cYRoC-XoQAvD_BwE

You can make an attractive and comfortable cover by using a "throw", either inexpensive or expensive, and attaching it to the recliner with upholstery pins to keep it in place. They are available at most any craft store or on Amazon. They are like a pin with a corkscrew which you turn to keep the fabric in place and have a head similar to a push pin. By using these the throw or material can easily be removed to launder and then reapplied to your recliner. Just checked further and these are available at Walmart, JoAnn's, etc. Dritz is one of the manufacturers.
