If it's laminate, try a 50/50 mixture of vinegar and water in a spray bottle to clean off any film that may be on it. That may be all it needs. You can also buy countertop polish that's available at Walmart.
I agree. 50/50 mix of vinegar and water may do the trick. If it's laminate do not use wax polish on it. Just builds up on the surface. Make sure you get laminate countertop polish.
Rejuvenate makes a great line of products.

In order to have more shiny and clean laminate countertops, you can make your own vinegar solution. Mix 1 cup of clean water with 2 tablespoons of white vinegar and put it in a spray bottle. If you'd like, you can also add a few drops of a food-safe mineral oil for a little extra shine.

Interesting idea with the Armor all. I use pledge thats often labeled multipurpose for leather granite and wood. Could be an option as well.

I would use a gloss finish by min wax
You should be able to use an acrylic sealer/top coat. Find out first what material it is made from
You could use a clear topcoat like polycrylic with a glossy finish!
You can use epoxy
If nothing else works, and it's veneer, sometimes you can sand and restain. We did that with our table and it did the trick. You could also a glass top to it, that will shine!
You could scuff with fine steel wool, wipe with alcohol, and add polyurethane.
Is it a laminate? You can still sand and add a clear coat. Sand the entire top, wipe clean a choose the finish you want. Polyurethane comes in plain which will "tint" the top a bit of a yellowish natural wood color, or crystal clear that comes in matte or shiny finishes.
