Command strips
Hi Brenda, there are picture hanging kits that you can get at places like Home Depot specifically for cement walls. Usually, you have to drill holes though. If you don't want to drill holes, I would suggest as above and use some of the Comand Strip products.

A concern with Command strips is if your walls are painted, the part that sticks to the wall may be a better bond with the paint than the paint to the wall, this will cause it to fail.

You will need a concrete drill to drill a hole. They make plugs to insert in the hole so you can put a screw or hook. Local hardware store can help you out

Are the frames very heavy? Poster putty would work on light items. I've also used these command hooks that would work on cement as long as the surface is nice and flat: https://amzn.to/3mSTfP0
You can try the command strips if you have lightweight pictures or if you think you might want to move them often. I've never had great luck with them, they fall after awhile. If they are heavy or you want them to stay put for a long time, I'd use anchors, but I'd ask at the hardware store what's best for what you have to hang.
I think Command Strips should work. Just make sure to clean and dry the surface first.
Hello. One way would be to use a concrete masonry drill bit to place a screw. If you don’t want to make a hole in your wall another option Might be a command adhesive strip. The retail package are weight rated.

There is cement screws you could use sheet rock screws will work to to hang pictures.
Command strips
Putting holes in concrete is pretty permanent so you can use Tapcon screws or if the pieces are light enough, Command Strips might work.
