Is the ceiling in a lower floor of house? There is probably no insulation. One way to get insulation in is to blow it in through holes. They will have to be repaired later though.

Hello. To improve or soundproof an ordinary drywall ceiling, you can fill the ceiling space with a suitable insulating or sound-absorbent material such as fiberglass. Owen Corning R19 fiberglass is suitable or mineral wool and rockwool.

You can put sound proofing foam up but you will see it. If you have access to upstairs a carpet or rug will help
Can you access from the attic area? If do, blown insulation would help with soundproofing as well as temperature control.

Is there an attic or access above? If so, that’s the easiest, just add more insulation. If not, it depends. The more soft goods you have in a room like pillows, curtains, rugs, etc., the more sound will be absorbed. Adding soft materials to the ceiling will help.
You can use styrofoam sheets.

Hi! Insulation is easy to install if you have access to the open rafters above the ceiling. If you don't, is it because of an upstairs neighbor? Or noisy kids upstairs? Carpet with a thick pad on the upstairs floor makes a huge difference. There are also acoustic ceiling tiles and such. If it's your home, you might consider having foam or fiber insulation blown into the cavity. The more sound absorbing materials you add to the space, the quieter things will be. Good luck!
