It depends on the chair. If it's just the seat, that's super easy -- just unscrew it from the rest of the chair, cover it with fabric, staple it on underneath, then replace the seat. If it's a more complicated chair where access to areas where parts are connected are hidden, it's going to be more complicated to reupholster.

Take off the old material by not ripping it cut it off with a shaft knife this way you could trace old material on the new and use spray adhesive for the material to stick on the edges make holes and get cord and sew up all edges
How difficult a job this will be really depends on the type of chair that you have.
Please post a picture of you chair so that we can see what you are starting with.
Also, although the two terms are commonly confused,
1/re-upholstery refers to removing and then replacing the outside covering and the inside foam stuffing
2/ re-covering refers to removing and replacing only the outside covering

Depends on the Chair if you want to Do it Yourself, Buy a book on the subject, which will give you many styles and full information on where to get supplies. A picture of your chair would have helped as they are all different.
It all depends on the chair, what type of chair.
It has a stuffed seat and back and partial arms. The rest is all wood.
