Drain the pond. Remove the muck (makes good fertiliser) Replace the water, leave a few days before putting fish back unless you have used rainwater to re-fill!

What kind of pond is this? Is it a small decorative one? If that is the case then you'll need to add something to kill algae. Otherwise, muck (like slimy mud) in the bottom of a pond is pretty normal.

I have a small pond that we put out by our patio. I use bleach in that pond about every 2 months. In the winter it gets pond muck. I take a small fishing net and clean it out then drain the pond and put new water in it with more bleach. Lowes sells a pond stabelier but I find bleach works best
