You’d be better off spray painting as the paper would be very hard to apply. It probably wouldn’t stick well.

Hello . I think it might be very difficult to apply due to the uneven surface and air pockets. I would suggest Modpodge and fabric for best adherence and results. Spray paint to include spray paint and primer formulations might be suggested too.

Simple answer is you can't, unless you wrap it around in small sections or cut it into strips and wind it around lapping as you go.
Too many air pockets for it to stick well, plus particles of dust would get inbetween the contact paper and the wicker, making it come off.
You might consider mod podge with fabric or paint.
Spray adhesive or spray paint would be better for changing the look of your chair rather than contact paper.
