Any advice on refinishing/resurfacing a vinyl seat cushion?
I'm trying to refinish a vinyl seat cushion and armd that are cracked and peeling. I've used duct tape to peel off most of the damaged vinyl and will peel off the rest before refinishing. I want to paint over the fabric underlying the vinyl surface with a mix of latex paint and fabric medium. Looking for recommendations. Is a commercial fabric medium the best bet or would a DIY recipe be better?

Hello. That looks like a major restoration is needed. I hope you can find a hack or solution here.
I have used acrylic fabric mediums on fabric and even outdoor dropcloth painted flags. They were quite well.
I did see the arse fabric spray paints out there intentionally made for cushions. I believe rustoleum makes one. That might be something to consider.
I hope someone here can help you out with suggestions after experiencing an overhaul like yours.

In the video the young lady is working with barstool seats, but she has helpful hints on how to work with vinyl.
For your project, I would suggest carefully removing the existing vinyl at the seams because you will need them to make a pattern for your new vinyl.
I agree the chair needs re-upholstering.

the fabric under vinyl is not durable or good for sitting on. I'd not do this

You could use Chalk Paint and then use Antique wax on it to seal it!

I would slipcover it with a faux vinyl fabric that closely matches the original fabric.
