I would cover it with something else. A piece of thin plywood could be applied with construction adhesive and finished with stain and sealer.

How To Repair Chipped Laminate Furniture: Simple Steps To Fix

You can repair with wood putty sand and re-stain or chalk paint the top once sanded. You could also use reclaimed wood that is cut to size and sanded. Several pieces sanded smoothly on the edges and stained would look nice.
You can peel it all away and then replace with new laminate or something more durable. I have a piece of glass cut to fit mine in order to protect the tops. Cheap and great way to protect them.
This link uses a product called a FIX it STICK, take a look and see if it would work for your project:

Hello. Some of the easiest options might be to sand and paint the table top or consider making an overlay replacement topper.
Hi Rick, pick up a roll of peel and stick that you think would look good, sand it to smooth make sure it's clean and dry then apply the peel and stick, or chalk paint just the table top part for a two tone effect!

Sand it down. Fill any damaged areas with spackle . Sand down again for a smooth surface and then re-finish. Or strip the finish off the top and Tile or use Contact or paint or wallpaper and add a glass top to cover etc.
