Hello. I consider renting one of those red rug doctor steamer carpet cleaners. The deep clean carpets beautifully it’s amazing the disgusting residue those machines can pull up. They have many pre-treatment options as well to consider if you know what type of stain this is.
I agree with the other commenter. Carpet cleaners / steamers are generally really inexpensive to rent for a couple of hours. I would start with that,.

Hands down, the best cleaner I have found is Campanelli. It's a simple "point & shoot" and does the most amazing job. It even got some 10 year old stains out of my parents' carpet. I purchased mine from QVC but I have also seen it Amazon.
Is it oil or just black from the tires? I'd try oxiclean first!

A good cleaner degreaser from the auto store should get that out.
Since tires are made from petroleum (oil), if a carpet shampoo doesn't work, you'll need a degreaser like Simple Green.
Do not over saturate the carpet because it will go into the pad and possibly ruin the sub-floor.
You'll also need a wet/dry shop vac to extract the cleaning solution, then spray with clean water and extract again. Two full rinses.

I once used Shout on my carpet, and it worked surprisingly well.
Use Awesome spray cleaner from the Dollar store. Spray on, rub on the stain with a soft brush or your fingers, use semi-wet towels to remove the dirty marks, then use clean part of rag to sop up the moisture. Repeat if it does not all come out on first try. Place rags on top and step on them to absorb the moisture left. The weight of your foot forces the water into the rags so it will dry faster.
I would try one of those carpet cleaner you can rent. Prior to cleaning, put some stain remover on the bad spots
If you use a stain remover, I would spot test it in an inconspicuous area to make sure it won't discolor the carpet. You can try a steamer, I generally don't recommend renting them, they are usually not cleaned out very well and some do more damage than good. You can use a small hand held one and a upholstery brush. If there is oil there, you will most likely need a cleaner of some sort, steam may not do it alone.

Use 1/4 cup of white vinegar, 1 tbsp. of Dawn dish soap, and fill with water. Spray area liberally and let soak for 5-10 minutes and then proceed with blotting with a clean, dry towel until stain is removed. Some carpet stain removal products can be of great benefit for combating many types of carpet stains.
