Wikipedia says it grows on all the continents except Antarctica, so it must be somewhere for purchase, otherwise your best shot is seeds.
The nursery at TyTy and Etsy list them.

Now that I have read your post, I am going to check out this plant. I did a bit of reading and they are native to China and are actually a hibiscus. It sounds lovely. I was wondering what region of the US you visited. I am in the Southern region that is normally associated with the term Confederate and have never seen them. You might find this article a nice read:

The confederate rose, also called Hibiscus mutabilis or cotton rose, bears eye-catching foliage and showy flowers that turn dark pink as they age. When the flowers finish their colorful display, they drop from the shrub, leaving behind a seed pod. Once the pod dries, you can break it open to collect the fuzzy seeds inside. Propagating confederate rose by seed is an inexpensive and satisfying way to add this flowering beauty to your garden.
Buy a Hibiscus which are readily available
I know all this, just not where to buy an established plant !
Hello,
