Depending on what your using it for what really helped in our closets was adding two clothes rods. One put at about 3 feet and the next put up at about 7 feet. That doubled our hanging clothes storage and helped a lot!
Purge, add a second rod, use flocked hangers. This will more than double the space.

declutter, donate and pack up things for winter and place in clear boxes so you see what you have and label them -
If your closet has one bar at the standard height, then remove it, and remount it at the tallest height that you can still reach up to hang up a hanger. If your closet has a top shelf remove that also. These high shelves in closets are generally hard to access, and stuff usually just piles up, then falls off.
Next, mount a second bar at a lower height. Doing this will give you two levels for hanging up clothing.
At the very bottom of the closet, mount a shelf wall-to-wall the width of the closet. Use this shelf for shoes, shoe boxes, purses, etc. Having all items off the floor will make vacuuming the bottom of the closet much easier.
Making these three simply changes will result in the vertical space within your closet being much more efficient.
After I sorted and decluttered my closet, I purchased a Rubbermaid Configurations closet organizer. Best money I ever spent on my closet!

As a caregiver I reorganize a lot of client's closets to declutter bedrooms. I like to do underbed storage containers for off-season clothes, this frees up the closet quite a bit.
Then I like to do either fabric cubes or plastic crates on the top shelf for things like sweaters and other foldables.
If more storage is needed, I frequently add an extra rod in the closet for tops on top, and bottoms hanging below. Sometimes I add a shelf above the lower rod, making sure there is enough room to get the hanger in below the shelf. The shelf can be used for foldables or shoes.

We decluttered out closet and made the mistake of using storage bins. A bad decision because stuff goes in there to be seen in a couple of seasons or years. Then having to get rid of storage bin contents was double work.
Yes, add shelves and rods. hang things in a graduated fashion from top to bottom, it is a great space saver tip.
I have a rule that for every new thing that comes into the home at least one thing goes out. That way I am forced to only keep what fits, isn't damaged and what I still like. If you do this every time you buy or receive something new it makes organzing much easier.
