A salvage yard might be the best choice. Otherwise your local lumber yard or home improvement store.

We have a resale store that carries gently used wood. Perhaps if you have something like that it would a good place to start.
check with your local lumber yards or find reclaimed wood to use - wood prices are very high now but supposedly price is coming down soon or if you know of homes being renovated see if you can haul off some wood to do your job

With the current high prices, your best bet is to find a sawmill and purchase direct. That’s what we did.
Ugh - right now the cost of lumber is just so high. You can look at places like home depot, lowes, or a local lumber yard. (Do you have Amish living in your area? They always sell wood for cheaper than stores!) Otherwise I'd wait a bit for prices to drop back to down again. We put off renovating our garage right now b/c prices are so high.

For now I would wait to do anything with wood. In fact I am because the costs have quadrupled. If there is a way to strip your stairs and work with what you have. I would do that right now.
Hi! Dee is right about prices! Fortunately, we had purchased most of our remodeling supplies before the pandemic or we would have had to cut back on some things. I see stair treads and risers at both Lowe's and Home Depot so check them out online. They aren't as well stocked as prior years, but, have been able to order most things. Good luck!
