I have baskets under my sink and that’s what I have my makeup in. Craft stores have plastic bins that actually connect to one another, one on top of the other. Those would work too. I have a really small bathroom and no counter space or even a closet in there so I have to stay organized. Also, I keep it to a minimum. It’s easy to have stuff you don’t use.

If there is a small area to put in some kind of shelving like book shelf or narrow cd holder type, get some baskets and put all your eye color in one, all your make up in one, all your mascara in one , etc or however you want to organize it. Set a basket on the counter when you need that make up and put it back to grab the next basket as you go through your morning make up routine.
