Aquarium gravel and glass beads - the vase filler they sell at the dollar store. I use blue, green and turquoise. Place the blue (or blue green), gravel down first and scatter the glass beads on top.
They used to make a product to put in vases with artificial flowers so it looks like water in the vase. I don't know what it's called, check at a local craft store or maybe on Amazon.
You can use a piece of mirror. They sell acrylic ones that are pond shaped or just buy a small mirror (i.e. a locker mirror at dollar store) that you can hide the edges with artificial snow or greenery. By layering hot glue around the edges or from the centre out, you can give the appearance of depth. Blobs can be rocks along the edge and you could use colored glue sticks if they're available where you are.
Artificial water. It’s sold at most hobby stores that sell flowers.
Epoxy resin. Make a mold the shape you want your pond and the depth. You can add things to the mold to create a pond floor. Stir in a tiny bit of blue dye to the resin when you mix it to give it a blue tinge. If I were to do it I would use Tree bark to create the pond floor and add a few tiny stones etc... then pour the resin over it.
