I have no idea, but it looks like some kind of gardening tool to me...but I honestly am stumped. I even did a reverse photo search on Google with no luck.
Looks like a gardening tool
What are the dimensions of the tool? It is a little hard to tell especially how long the handle is from the one picture you posted.
It is too short to be a trench digging tool, plus there isn't enough wear on the ends to indicate this. Since there does not seem to be a lot of wear anywhere and it looks to be a garden that has a flat bottom, my guess is that it is used to gently tamp down seeds as they are dropped into a row.
It looks like a digging tool
Maybe some kid of a funnel?

Looks like some type of mixing device to me.
It doesn't have a very long handle on it, I have no idea what it might be for. But I am curious now :) Maybe William will see this and knows what it is? He has a lot of experience with building and houses, etc.
When you do find out what it is, will you please come back and let us know?

In every issue of This Old House magazine, there is a section that shows a picture of a unidentified tool or gadget, and readers have to guess what it is. This would be a super submission.
