I use very large clear tall kitchen-can bags. seal them with heavy-duty tape and stash under the bed. Sealing keeps the critters out and the clear bag lets you see what's there. GOOD LUCK!

I like the idea of using a curtain rod- this way you are not space limited, and you can see everything you've got- good luck!
I have lots of bolts of 54" fabric rolled onto cardboard tubes - most of them already wrapped in plastic. I bought a couple of 6' tall shelving units (Home Depot, Lowe's), separated the bolts by color (yes, I have that much) and stacked the bolts on the shelves. A large plastic garbage can is also a way to go.
If you have an old filing cabinet take out the drawers, lay it on its back and stand the bolts on end.
Gather them all into one area and place in clear plastic and stand on end. You can store a lot in a fairly small space in one closet set aside just for this. Having them in various areas is not efficient (ask me how I know 😁)!
