I haven't seen that particular project, but if the cone is made of styrofoam you could clip the string of lights on with slightly opened bobbie pins.

Didn't see demo, but imagine if cone is Styrene, then use Florist wire bent into U shape and push through cone. Best wishes

Use Styrofoam and wire bent into a U shape.
