You can use a cricut maker
You can make a stencil and do that, also craft stores should have them with sayings, Amazon for certain.

Here's a tutorial you might find helpful. https://designmom.com/diy-quote-napkins/
Hi Jane, you can buy iron-on transfers at most of the larger craft stores. They come in a pack of 10.
I would make them with my Cricut Maker. If you don't have one, you can find transfers online that can be applied with your iron.
Iron on transfer paper should do the trick, just print onto the paper and use your iron.
Your design cn be created on your computer. Select a font that you like, type in the words you wish to use and print out. You can then trace the design onto the fabric using carbon paper, then go over the faint design with a permanent Sharpie pen. If you want to several napkins with the same design, you might consider making your own stencil by using a heavier paper or plastic divider and cutting it out with a knfe.

Puffy Paint

They make pens that look like markers in the spray paint section of Walmart. Put you quote under and trace. If you can see thru the material, put it on a piece of glass and put a lamp or flashlight underneath it.

You can use iron-on transfers. Or if you have a Cricut Maker that would be best.
It's probably produced on a cricut machine or similar. Then you iron it onto the fabric.
