Restoring outdoor resin figurine?
I found a darling ornament- a little flower girl seated with flowers in her lap. Whoever painted her before must have washed her in black and dry-brushed her with blue. Anyway she is a mottled mess. The paint is not flaking and she is in god physical condition. Could I paint (wash) her all over with a base color and then detail by brush? If so what kind of paint should I use?

Yes, you can. Be sure to use paint that is made for outdoors. You can get outdoor acrylic paint in craft stores.
Since she is mottled in 2 colors, I would strip off all paint and start fresh. Citri strip is a non-toxic paint stripper.

Yes you can. Whether resin. concrete, ceramic. or wood the process is basically the same. Just use a primer coat to seal the old finish and prevent bleed through. You can use craft paint to hand paint.

I think your idea sounds great - just be sure to use paint rated for outdoor.
I would get a spray paint primer for outdoors and spray her and then paint yourself over that.
I would give her a good cleaning. A soft bristle brush may help you remove any loose paint. If you are going to repaint her, I would seal the old finish with a primer that is intended for exterior use. Then paint her with paints also intended for exterior use. If you like the results, seal her new paint job with a clear drying exterior sealer. Good luck!
I don't see why you couldn't do that. As long as you get a good base on her. I would use Krylon spray paint formulated for resin/plastic for the base.
I would use a model/hobby paint... Should be oil based.
I have restored many resin outdoor statues. I get craft paint from Michaels or Hobby Lobby and repaint my statue in whatever colors I like. I spray them with several coats of lacquer. They last for about 4-5 years before redoing.
