Installing Base Molding
You should get a compound mitre saw to make the cuts. Make practice cuts before trying to install. Once you put it down, attach with finishing nails and fill cracks with caulking.

Depends on the type of molding that you're looking for. You can use 1x4s and can make straight cuts for a more simple look that will be much easier to do. Or you will need a compound saw of some kind to make angle cuts.
The how will depend on what style/type you want. You can do a simple framing that requires no cut except length, but anything more elaborate will require precision cutting for a nice aesthetic
