Start with paper flowers they are easy to make and can be made in the colours your graduate is going to wear. You could hang some party lights around and in the garage and you if you have trees and shrubs along your drive pull out your christmas lights and light them up

I would start with theming everything to the school colors. Then a helium tank and masses of balloons. Just wrap a bunch of heavy things around your home that can act as weights in tissue paper in the school colors and attach bunches of balloons then space about 6' apart up both sides of the driveway. Makes a great eye catcher so people know where the party is also! If the garage is your party spot you may need to hide your garage junk. Use a cheap white sheet stenciled with a congratulations message hung in front of your junk area. Pull out the christmas lights and use them for party lighting up the driveway if you have bushes or overhead in the garage for mood lighting. Crepe paper streamers can have a huge impact and are super cheap. String them from the peak of the garage down to the ground to weighted holders. (if you have some extra bricks laying around wrap them in tissue paper and use them, it's super easy) Shop at an online store like Party Warehouse for color matched stuff for cups, napkins, plates, streamers, and other theme decorations way cheaper than what you'd get at somewhere like Walmart or Meijer.

Oooohhh! Just saw a kewl and large outdoor dessert fondue set-up! Grads would love this with pots of melted chocolate (get fondue recipe) and bowls of fruit, marshmallows, pound cake etc.
Have some corn hole games set on the lawn. Create playlists for the music. Inventory all your largest serving pieces and what they can hold for the party. Make/get very large decorative cooler serving stations for beverages - don't forget bottled water!
Cheap hay bales make good seating with tablecloths or fabric on top.
