Hi there, we hung some reflective bird deterrent tape on our porch and it worked for us. You can find it on Amazon and most hardware stores. Metal wind chimes also work.
I have had success with the bird spikes. They are available at the big box home improvement stores.
Scare tape comes in different colors and patterns and often mimics the scales of a snake. Use scare tape on branches and in other strategic locations to deter birds from specific parts of the garden.
A problem with decoys, like a rubber snake, is that birds get used to them because they don’t move. Bird scare tape can be loosely wrapped or draped along and around tree branches. Due to the wind sending ripples of movement along with it, the tape maintains its efficacy for longer.

Are they sitting on wires? Put wadded up newspaper or paper streamers that blow in the wind and they will stay off. Worked for me.
Fake owls work very well, so add a couple to your balcony decor. Then, move them around every now and again to fool the birds. Plus, they have spikes that you can lay on your top rail, like these:

They also have tape that keeps them away - I'd try the owls first, the others aren't very visually appealing to me at least :)
Try posting some moth balls on your balconies.in nets or bags with holes.
Fit a Spiky Trellis so they can't perch, or tie fabric/plastic that will flap in wind and put them off landing, or by a bird scare suck as a bird of prey..
I would start with the reflective items or wrapping the balcony with wire first. They seem to be the least disruptive to you, the homeowner. Hopefully that does the trick...
