Hi Binky, I would do some searching in google for a local landscape/green house in your area. A local with experience will know exactly what to plant for your area to give you exactly what you're looking for.
Try ivy. It grows fast.
Put something like wooden trellis for the plants to grow up.
You could also use a string trellis for veggies or the bird netting, they aren't as noticeable. Or some rope netting like they used to use on old ships, for character. There are a number of vines that grow in partial shade, I use Asian tricolor jasmine although not sure if that's hardy in your area.

Ivy will cover it quickly. We have it growing in shade but I'm in Al (7b) so you would have to check your zone.
I would select English Ivy for this project.
How large is the wall?
Painting it might down play its prominence while you are waiting for the plants to grow large enough to hide it.
Hi Blinky, You could plant fast growing English Ivy! It will look awesome in no time at all, but put some paint on it to make it look prettier until the vines grow for you. You can also use the faux privacy screens to cover it as well like this link shows

Grow up the wall or Plant up Pots ontop of wall and grow down. You can buy Great Artificial Plants these days too.
