Start by rubbing it down with sandpaper. If that doesn't do the trick, use a Sanding machine. Always go with the grain!
Give your pieces a good washing, being careful to not soak the wood, that will pull the grain out of it. You could use Murphy's Oil soap, follow the bottle directions.
If there is finish on the set, then you could sand it off. Or use Citristrip, that is a non-toxic stripper that will remove finishes or paint, then sand.
To remove old finish, I like Citristrip. Follow the instructions - it's easy to use. After that, light sanding and prep for your new finish.

Is your table painted or stained? You could use a paint stripper and scrape carefully to not damage the wood.
I always prefer to do as much by sanding as possible - just to avoid using too many toxic chemicals.
Paint remover for the body and sand down the top til fresh wood is all exposed this way the top will be nice and smooth. When you finish it how ever you like . There is a new paint out it requires no sanding ,no stripping ,no paint remover, you wash the piece of furniture down realy well .Then you paint it with Allinone paint the stuff is great.no coat of sealant needed you might want to use that on the bottom of the table set if not on the whole thing it comes in great colors to .go to Allinone.com it’s exspensive but you figure if you buy stripper ,drop cloths ,paint remover you would spend about 100.00 A qt is about 49.99 not on sale but worth every penny.
I would use a paint remover
I would use paint remover----Citristrip is good. Use as directed and it will save you a lot of sanding if your piece is in good condition.
This video will help you to easily strip it: https://www.youtube.com/watch?v=bV74s1zo4a0&t=28s
Lightly sand if you don’t want to sand get stripper and remove the. Arnish but the paint will get messed up to
You could chalk paint it, or strip it
Get your self AllInONE paint no need to remove finish ,sand, prime .Just wash down with Murphy’s oil soap and then paint .
Sanding the finish or stripping it will get the old stuff off. If you're trying to remove the old stain color, you'll have to sand as I have yet to find a stripper that removes stain, even if it says it does.
