You can sand your veneer table using 120-grit sandpaper, enough roughen it's wood surface, Bear in mind not to remove to much material. Wipe the wood with a tack cloth and lightly sand again with 220-grit sandpaper to smooth the wood surface. Wipe it clean with a tack cloth.
I depends on the extent of the damage. You may be able to use Citristrip to remove the old finish. If you do sand, use a fine grit sandpaper and be very careful - especially around the edges.
I would give it a sand using 120 grit. Add new stain if you want to change the colour. Seal the finish used clear oil based polyurethane.

Veneer is very very thin material so be careful to not sand away too much, but use a higher number grit sandpaper then finish as desired with stain and a sealer like polyurethane.

Find out the thickness of the veneer before you do any sanding, to do this look at the area on the edge, then gauge the amount of sanding that can be done.

Polyshades might bean option to consider. Here’s a link to look over the content and see if it’s a product that will meet your needs. You could use Burnishing cream to remove the gunk and refresh the finish. Follow instructions.
Strip with a mild stripper like CitriStrip. Then you can scuff, clean, stain and refinish. I like using steel wool unless sandpaper is absolutely necessary. Then wipe with denatured alcohol.
If you want to paint it, then just scuff, clean, prime, and paint.
