Spray paint might be the easiest but most any paint can be applied with either a brush or sponge-brush. Just mask off what you don't want painted OR mask off sections if you want to use more than one color.

How to Paint a Lampshade
Keep in mind that any lampshade after being painted will not let as much light through the shade as before. Depending on the color, it might also make the light from the lamp appear to be tinted, rather than neutral.
Try heirloom tradition paint.

You can use a spray paint of matte finish of any color
Use a Sponge brush. or Artist Brush.
Use reg paint but water it down a little then paint like it’s wood
