Hello, Please supply pictures, so we can really get what you have. Thanks
Yes, if we can first see what you have to work with ('low dresser' is too vague a description to guess what type of dresser it is) we will then be more able to offer you suggestions on what adaptations you might make to the dresser so that it can better meet your needs.
Here's one that's a conversion with a seat. I'm sure you could extend the table portion and have the drawers on one side. Take a look:

Please post a picture to see what you are starting with, that would be very helpful. Low dressers can take different forms and styles.
I would put some utensil holders in the drawers and then for the table part you may want to seal it or cover it in some way so that it is water proof/resistant. You could put a wood block on top. A photo would help!
Hello. I might be confused on the exact project you’re trying to build. Are you trying to make storage and table top dining?

Yes picture please it would be very helpful.
The drawers can be converted to use as storage for utensils, napkins, evern dishes. You will need to cover the back of the dresser with Luann or paneling. Stain or paint the entire dresser and seal. Put several coats of sealer on the top to use as a table.
You could add a top that extends on the back side. Then use the drawers on the side previously used for clothes.
Make sure to put braces that will support the entire extension.
Can upload a picture for this one? So that we can use it as a reference.
It depends on the dresser you have and what you need it to be reworked into. Try doing an image search on Google with some keywords like "dresser" and "kitchen island," then you can start formulating your plan.
