Start them now as they need at least 2 months to get started and get some growth before setting outside.

Mine are already in ground. The first batch at least. Start indoors 6 to 8 weeks before hardening off and transplanting.
You should start your tomatoes inside around January or February. This will give enough time for the vegetative stage before flowering and fruit in the summer. If you don't have a grow tent try the AeroGarden system
