Get some blue dawn dish detergent and put 25% soap and 75% water in a spray bottle. Spray on your willows. I use this on all my rose bushes and other plants outside and in.

Use Neem oil safe for beneficial bugs we need to keep around won't kill soil like the dish soap full of phosphates Also Nematodes in soil kill many larve/grubs of beetles that are probably doing this or maybe caterpillars.
try sprayng just some soapy water on the leaves - that can work on getting rid of leaf eaters!
