It has gotten damp, it will need to be removed and replaced. Most of it is held with a a bonding agent that emits a gas so it's probably best to remove if it is in your living areas.

I agree that the particle board will have to be removed and replaced, preferably with plywood. When it gets wet or damaged, it becomes soft and unstable, and completely unsafe to walk on! Good luck wirh your project!

Plywood gives a much more stable subfloor. I wouldn't cover the particle board. We had to redo a kitchen floor after a leak. We didn't know it had a particle board subfloor until it started lifting. The entire subfloor had to be replaced.

You really do not want particle board for floors. Get laminate if you cannot afford wood floors or the new luxury vinyl that looks like wood. Particle board will be headaches for many reasons.
