On the inside. Use light coats (2 to 4) and let each coat dry before applying the next coat.

You can put it on both, but it's important to seal the inside since terracotta is porous. When you water the plant without sealing it, the water will seep through the pot and ruin the paint/design on the outside.
Hello. It would depend on your preference...and desired ultimate goal of the sealing. Some like the patina terra-cotta acquires as it ages, some even promote this and a mossy look.

I do not either nor would I recommend, however; the thought of what Vimarhonor, said in reply did perk my interest. But serious gardener or plant enthusiast would not touch clay pots with any thing other than light bleach and water to clean with.
I have not for my outside terra cotta pots, but its not a bad idea for the outside ones.
I used a brush. I have also seen a sealer in a spray can which would make it easy to apply the sealer.
For double protection, yes you can, but they sell plastic liners for the inside.
