You could nail it into the carpet as holes won't be seen when the nails are removed

You could try some rubber shelf liner from the dollar store. I've found that if you put that under a rug, that can help keep it from shifting around, and it's a cheap option to try out.

Go to a Home Improvement store and purchase carpet protector ribbed/spiked runner mat in almost the same length of your runner. The carpet protector mat is a flexible ribbed plastic with little spikes on the bottom side. It's usually displayed on a large roll & sold by the foot. Be sure to buy the kind that has the small spikes on the bottom---they make smooth bottom mats too. Turn your rug upside down and lay the mat onto the rug (spiked side up) and tape the mat to the back all around the perimeter, using a strong industrial tape like Gorilla. Flip the rug over and it should stay in place. Good luck!
I use Mohawk Carpet to Carpet tape, looks like an open weave, of sticky tape to tape down all my clients runners and area rugs. Cut a piece to size, peel off one size as you apply to the back of the runner/carpet. Then remove the other piece of plastic, and stick the rug down..... I stomp along the edges to make sure its stuck. Yep as a state caregiver, that is the first thing on the safety checklist for elders and disabled to prevent home falls.... get rid of runners or stick them down good. They make a special tape for carpet to carpet, I use the Mohawk brand found in most store carpet sections.... it doesn't mess up the rugs of leave residue either.
