I painted my kitchen cabinets with General Finishes paint that is made for refinishing and requires minimal sanding. You can see how I painted my kitchen cabinets here: https://momhomeguide.com/my-painted-kitchen-cabinets-a-year-later/
It will depend on the shape of the cabinet and the material. In general, if there are no repairs needed you can scuff with fine steel wool then clean with denatured alcohol. Then you are ready to prime and paint. Make sure the paint you choose is appropriate for the type of material of which your cabinet is built.

It's going to depend on what the cabinet is made of and what's already on it. You'll need to clean it up, remove any loose paint, prime then paint.

Hi ! I painted my oak kitchen cabinets using advance paint by Benjamin Moore .
with this paint , you DO NOT HAVE TO SAND OR USE PRIMER !!!! I even glued beadboard to the cabinet fronts before painting . You still need to prep your cabinets by cleaning them well , first . You can see my step by step tutorial on this site called New kitchen on a budget . Good luck !!!
