The best way to propagate lavender is by taking a stem cutting - when you trim the plant you will have loads of material to use - you only need about 4 inches(10 cm) of stem, of which you trim the bottom inch or so and pop it into some compost (or just stick them into the ground nearby).
Use a sharp knife to take a hardwood or softwood cutting measuring 3 to 4 inches long. Cut hardwood stems just below a bump that indicates a leaf node. Remove all of the leaves from the lower 2 inches of the stem and then gently scrape the skin off the bottom portion of the stem on one side with a knife.

Lavender is super easy to propagate. Many times under my large bushes, I see new ones sprouting up from the seeds that fell. Grab one of those and replant somewhere else!
