I've use metal plant holders from the dollar tree in a couple of my clients kitchens... https://www.dollartree.com/search/go?w=plant%20trays I have also used many of their wire or plastic organizers in long thin design for kitchen and bathroom.
My Husband used a 2 x 4 and put a 2 x 4 end on each end.....like a long U shape. Then he used wooden paint sticks and nailed them to the front and back to make a long basket type holder. I use it for spices, but it could be used for small cooking oil bottles as well. I stained with the dark brown shoe polish and love how it looks on my counter.
